Will the Minister of
COMMUNICATIONS hold upwards pleased to state:-
(a) whether the Government has constituted tertiary Pay Revision commission for Republic of Republic of India Sanchar Nigam Limited’s (BSNL) employees as well as if so, the details as well as the major recommendations thereof along alongside the fourth dimension past times which the said commission is probable to submit its recommendations to the Government;
(b) whether the Government has implemented the said recommendations of the commission as well as if so, the details thereof as well as if not, the reasons therefor;
(c) whether the Government has received whatever representation from employee unions as well as Members of Parliament for early on implementation of the said commission written report inwards BSNL as well as sorting out pending issues alongside regard to the pay revision as well as if so, the details thereof as well as the activeness taken past times the Government thereon;
(d) whether the Government has implemented the recommendations of the minute Pay Revision Committee inwards its entirety as well as at that topographic point are no left over issues thereof as well as if so, the details thereof as well as if not, the reasons therefor; and
(e) whether the Government has proposed to practice a dissever mobile tower subsidiary for hiving off BSNL’s mobile tower infrastructure as well as if so, the details as well as the condition thereof along alongside the fourth dimension past times which the said subsidiary is probable to hold upwards operational?

(a) Department of Public Enterprises (DPE) constituted the Third Pay Revision Committee (3rd PRC) to review the construction of pay scales, allowances, perquisites as well as other benefits for Board marker functionaries, below Board marker executives as well as non-unionized supervisory staff of all Central Public Sector Enterprises (CPSEs). The recommendations of 3rd Cathay were conveyed past times DPE vide Office Memorandum (OM) No.W-02/0028/2017-DPE(WC)-GL-XIII/17 dated 03.08.2017 which is at Annexure. No dissever 3rd Cathay was educate for BSNL.
(b) & (c) BSNL is non covered past times affordability clause of DPE OM dated 03.08.2017 equally it has been incurring losses for 2016-17, 2015-16 as well as 2014-15. DPE has clarified that BSNL does non autumn nether the category mentioned inwards Para v of DPE’s OM dated 03.08.2017 as well as indicated that whatever relaxation/amendment inwards the extant guidelines would need the approving of the cabinet as well as Department of Telecommunications (DoT) has to test final result at its end. (d) The Government had issued Presidential Directive dated 27/02/2009 based on recommendations of sec Cathay for BSNL as well as the same has been implemented inwards BSNL.
(e) In September 2017, Cabinet gave its approving for “Hiving off Mobile tower assets of BSNL into a dissever subsidiary fellowship fully owned past times BSNL”. Influenza A virus subtype H5N1 novel tower fellowship named BSNL Tower Corporation Ltd., fully owned past times BSNL has been incorporated on 04.01.2018.
