Sub: Scheme of optional ‘All Bharat Leave Travel Concession’ (AILTC) facility, in 1 lawsuit inwards a block of 4 years (i.e. 2018-2021 onwards) on give upwardly of Privilege Passes (PP).

Pursuant to recommendations of Seventh CPC, DoP&T induce got communicated Government’s decision, vide their OM referred above, to allow the Railway employees to avail AILTC facility inwards accordance alongside the ‘Central Civil Services (Leave Travel Concession) Rules, 1988’ i.e. CCS (LTC) Rules.
2. Accordingly, inwards practise of powers conferred vide Rule 1(3)(iii) of Railway Servants (Pass) Rules, 1986 (Second Edition-1993), the Competent Authority inwards the Ministry of Railways has accorded approving to exclude such railway servants together with other eligible persons (i.e. eligible for PP) from the facility of Privilege Passes inwards that detail calendar twelvemonth inwards which they opt for AILTC facility. Applicants may avail AILTC facility dependent plain to weather condition stipulated inwards para ii of the referred OM dated 27.03.2018 (copy enclosed equally Annexure-I). 3. These orders shall last applicable to (i) Railway Servants entitled to PPs; (ii) Other authorities department’s officials serving inwards railways on deputation together with entitled to PPs; (iii) Other officials serving inwards railways together with entitled to PPs; together with (iv) Officials of Audit Department (Railway) entitled to PPs. The Competent Authorities concerned shall alter price together with status of such officials equally required together with necessary. 4. Those officials, who opt for AILTC facility, would last issued a “Privilege Pass Surrender Certificate” (PPSC) i.e. a pre-requisite for availing AILTC facility. (i) Applicant employee volition submit an application (format at Annexure-III) to the concerned PIA for number of a PPSC.
(ii) Thereafter, the PIA volition commencement depository fiscal establishment represent the “Privilege Pass Account” (PPA) of the ‘ applicant to verify whether the applicant has already availed whatever PP or non inwards that detail calendar year.
(iii) If applicant has already availed a PP inwards that detail calendar year, hence the application for number of PPSC would last rejected together with the applicant should last intimated accordingly, equally per format at Annexure-IV.
(iv) If applicant has non availed whatever PP inwards that detail calendar year, the PIA concerned volition disallow functioning of PPA past times blocking it alongside an entry (PPSC issued on appointment …./…/…… /) inwards PPA hence that the applicant is barred from drawing whatever PP, fifty-fifty inadvertently, during that detail calendar twelvemonth inwards which AILTC facility has been opted.
