Sub: Implementation of Pay fixation orders inwards price of the Hon’ble CAT, Principal Bench, New Delhi’s gild dated sixth March, 2017.

Reference is invited to this purpose OM No. A-60015/1/2017/MF CGA(A)/NGE/647 dated 13th February, 2018 on the discipline mentioned to a higher house vide which AAOs of CCAS consequent to implementation of sixth CPC w.e.f. 01.01.2006 were allowed minimum entry pay from the appointment of their advertisement equally AAO.

It is mentioned that to a greater extent than or less officials of other Accounts Service were posted equally AAO on deputation footing inwards the diverse offices nether Civil Accounts Organization during the menses 01.01.2006 to 31.12.2015. The clarification on the affair whether such produce goodness extended to deputationist AAOs has been sought from Department of Expenditure. Subject: Discontinuance of Family Planning Allowance for adoption of small-scale menage unit of measurement norms-recommendation of the seventh Central Pay Commission.

The undersigned is directed to refer to this Ministry’s OM No.7(20)/2008-E-IIIA dated 24.9.2008 regarding the existing rates of Family Planning Allowance (FPA) admissible to Central Government Employees in addition to to nation that every mo provided for inwards para vii of this Ministry’s Resolution No.1-2/2016-IC dated 25th July,2016 the affair regarding allowances (except Dearness Allowance) based on the recommendations of the seventh Central Pay Commission was referred to a Committee nether the chairmanship of Finance Secretary in addition to until a finally conclusion thereon, all allowances were required to live on paid at the existing rates inwards the existing pay construction (the pay construction based on sixth Pay Commission) every mo if the pay has non been revised w.e.f 1st January, 2016. Accordingly, FPA was likewise required to live on paid at the existing rates specified inwards the aforesaid OM dated 24.9.2008.

2. The decisions of the Government on diverse allowances based on the recommendations of the seventh Central Pay Commission in addition to inwards the low-cal of the recommendations of the Committee nether the Chairmanship of the Finance secretary, direct keep since been notified every mo per the Resolution No.11-1/2016-IC dated sixth July, 2017

3. As mentioned at Sl.No.60 of the Appendix-II of the said Resolution dated sixth July, 2017 the recommendation of the seventh Central Pay Commission to abolish Family Planning Allowance has been accepted in addition to this conclusion is effective from 1st July, 2017. Accordingly, FPA Family Planning Allowance, every mo admissible hitherto, shall cease to be inwards all cases

4. These orders shall convey lawsuit from 1st July,2017 in addition to thence Family Planning Allowance shall stand upwardly discontinued w.e.f. 1st July 2017.

5. In their application to the employees serving inwards the Indian Audit & Accounts Department, these orders are issued inwards consultation alongside the Office Of C&AG.

Government invites comments of Stakeholders as well as General Public on Proposed Amendments to Income-tax Rules,1962 yesteryear fourth September, 2018

Income-tax Rules, 1962 (I.T.Rules) prescribe Form No.13 for filing an application for seeking a certificate nether Section 197 and/or nether Section 206C (9) of the Income-tax Act, 1961 (the Act), for no deduction of revenue enhancement or deduction/collection of revenue enhancement at lower rate.

In social club to rationalise as well as brand the procedure of issuance of certificate for no deduction of revenue enhancement or deduction/collection of revenue enhancement at lower charge per unit of measurement electronic, the existing Form No.13 as well as relevant I.T. Rules are required to survive amended. This is vital for minimising the human interface as well as reducing the compliance burden on the applicant.

In persuasion of the above, a Draft Notification proposing amendments inward Form No. 13, as well as Rules 28, 28AA, 28AB, 37G as well as 37H of the information technology Rules has been uploaded on the website of the Income Tax Department www.incometaxindia.gov.in for comments from stakeholders as well as full general public.
